Builders' Plant and Equipment

In one of the text ( builders' planta and equipment),;By Title:Conveyors, Elevators and Hoists:
I do not understand why the author refer readers to the contract of the Nuclear power station which has taken very years, where the readers may not imaged how it was designed and constructed.
I am suggesting that technological textbooks should not refer readers very many years back, because the technology is hourly changing.
The developing nations are confused in joining the industrialized nations due to such references.
I read about the hoists in this textbook, that they are lifts that can carry materials to the height of hundreds of meters into the air.It is also considered to be supplementary lifting machine to tower crane. but without the scaffolds,hoist construction seem to be difficult to operate, yet the discription of the quality of materials for the scaffolds reconstruction for this hoist is not mentioned.
What clearification shall address my contradition or misunderstanding?
Who shall address this doubts and post to me some examples of such transporting plant?
